According ot Myth III, Mazzarin was "the most powerful archmage ever to live"--which is a step up from TFL, where he was merely the greatest Avatara (making it possible that both the Watcher and the Deceiver were more powerful). He established the Avatara in the "Age of Splendor," which is apparently before the Age of Reason (but after the Axe Age).
It should be noted that in the Myth III story, death appears to be simply a minor inconvenience for Mazzarin. So it's not clear that the Watcher really defeated him as such.
