Again, Moagim is not around during the lives of the TFL people. He had been dead for a thousand years, a full age. Living memory is just how far back most people can remember; i. e., just during the Great War. Therefore, just the Fallen Lords and the Avatara fit into the category of "most powerful sorcerers", or archmages. This makes things pretty simple
