Let it go, will ya? He's human. From the Myth III glossary it reads:
BAHL'AL THE WATCHER
The first HUMAN necromancer, and one of the most villainous creatures to walk the face of Myth. His insane desire to turn the world into a land of shambling dead has pitted him against the Avatara and the Cath Bruig for centuries.
See, It says he's human. Here's more evidence from Myth III. In the manual under characters it says the Watcher gained his mastery by exploring the sunken Trow temples in the Deep. In the history of Myth section of the manual, it says that the Trow temples at Si'anwon were where the Trow kept the Runestones and artifacts of power taken from the Callieach. Then the Callieach caused a great cataclysm, and the Trow stronghold at Si'anwon was thrust into the earth and flooded by the sea. So, if the Watcher went their seeking knowledge, he would find the Callieach Runestones, thereby gaining their knowledge. The manual also says that the Callieach destroyed themselves. Thus, no more Callieach.

Who says the Watcher built it? He could have taken it from Si'anwon. Even if he did build it, much of the knowledge of the Callieach was there, he could have learned it.

The Great Devoid wasn't a monument to their gods or leaders like the Egyptian monuments are. It is a tear in reality.

They can if by magical means. By that theory, you're saying he is a Trow.
