According to GURPS, they're "undead creatures born of obsession, much like traditional ghosts, but permanently suspended halfway between this world and the next... Once in a rare while they arise when someone dies in a tragic or unjust manner, especially if that person was thwarted in some goal or routine."

And if this theory is correct, this would suggest the existence of Earth and Water Mahiroids. Remember the Earth spirit that Soulblighter used to capture the Deciever?

While Mahir cannot be raised, it seems that especially powerful magi, like Soulblighter, are able to control them. Personally, I think the class of Mahiroid would depend much more on motive rather than heart of the soul or morality in life. Here's some suggestions:
Class of Mahiroid Motive
Generic Mahir (fire) Burning desire or need for vengeance.
Air Mahiroid Need to preserve, just as the air is unchanging?
Earth Mahiroid Need for stability, steadfastness, and unyeildingness? Perhaps a Hector type character: a brave man whose courage failed him, and who is trapped in unlife through his own shame and self loathing?
Water Mahiroid Who knows?
The fact that few people would feel as strongly about the prerequisite conditions to rise as a Air or Earth Mahiroid as they would about the condition necessary to become a generic (fire) Mahir would also explain why this seems to be the most common type.
