I thought the same. However we're still unsure about the origins of Mahir. Are the a Race (Doubtfull). Are they a naturaly occuring spirit (Fairly Likely since the have names) Or were they resurected (Likely but they have names unlike all other undead (Bar Shades))

It did say if their was no Malice in his heart. But This seams to be a Wind Mahir rather than a Flame Mahir

Well the Mahir may have been there to Test those that tried to enter. If they had no Malice in their heart and had the determination to reach the door (The wind stopped when he touched the door.) then he would let them pass, if not he'd blow them away.
This May sound absolutely insane but here goes. The 'Mahir' was a Heron Gaurd who died and has swore to defend the entrance.
Now Their may be two kinds of Mahir, Wind and Fire.
Now whether this is Random, chosen by the soul who is resurected, or by the nerocramcer, or it may depend on how they died>>
Violent death=Fire, Non-Voilent=Wind
or it could depend on the heart of the Soul>>
Evil=Fire Non Evil=Wind
Now we push this to the question Ghost or resurected undead.
I vote Ghost primarily that they have names and I don't think a nemocrancer would have tried to protect the Shrine.
I know I'm skating on thin ice here, But the info on Mahir is pretty thin.
