Pure speculation on my part, but I'd guess that they used some sort of custom made contraption to fire arrows that big. Back in one of the earlier Black Company books, a couple members of the company built a miniature ballista for use against one of the Taken(Fallen Lords). I'd think that you'd need a similarly powerful weapon to stick anything into the Watcher, since a sorcerer of his level would likely have protective spells and such to ward off stray arrows.
