Consider where that quote came from. I strongly doubt the TFL narrator interviewed Balor, the Trow, or anyone else over a thousand years old before he wrote it. :-)
Besides, even if the Watcher was the most powerful sorcerer ever, what would that prove? All the games tell us is that the Callieach were "fearsome" and created the Great Devoid. GURPS adds that they were powerful sorcerers, but "powerful" could mean anything above Warlock-level. A whole race of Warlocks would be fearsome enough.
Nowhere are we told that individual Callieach attained magical heights beyond any which humans or other races could reach.
