Really, I think that The Watcher is a genius, but he is not as rational (hence Mad Goat of the Fens) as The Deceiver. Therefore the Deceiver used his rational, stable, controlled thought and hit the right buttons on the watcher, you could make the watcher be irrational and angry, being more easy to outwit.
