Not true. The Deciever's flavor text says

"...The Watcher had been the second or third most powerful sorcerer in living memory... these two had it out after the battle for Tyr... The Watcher barely survived."

Which suggests that the Deciever was very close to(or greater than) the Watcher when it came to magical power. And I think we can all agree that Myrdred at least is most deffinately human:)
