The Watcher obviously did not use them very often at least. He had NONE there with him when he was stoned *no pun hehe* and you had to kill him. You'd think his shade would leave some trow there to help. Or when he is fighting the deceiver.
And you must remember that during the Wind Age, very probabally both sides wanted to destroy the other, but never had the chace. If the trow went out to destroy the watcher, he could kill sufficient Trow to make their empire open to rebellion and invasion (also, since they dont have babies I think...) and likewise, the watcher would be crushed by an all-out assault. I think perhaps both sides were waiting for the right moment; best possible time. Kinda like taking the flag in lmoth on a 6 player game at 6 mins vs. 5 seconds.
