So of the three Fallen Lords you fought post-Trow, two had Trow and one didn't. :-)
The placement of Trow makes sense...they fight with Myrdred, their acquaintance; they fight with Balor, their savior; and they fight against the Forest Giants, their old enemies.
No, we don't see the Watcher using them, but surely he knew about them nonetheless. Though of course he's good at overruling his feelings for the sake of a mission...if he could work alongside The Deceiver, he could work alongside the Trow.

The Watcher was a prominent mage in the Wind Age...and was around for ages before that if he's a Callieach. The Trow were at the height of their power, ruling the entire continent, surely they'd nail Bahl'al at some point? He's not exactly the stealthy type. :-)
