You're assuming there was an old king. Even if Caliban wasn't Alric, he could very well have been dead by TFL.

He wasn't too young to be king, he was too young to rule. That was talking about a time presumably several years ago. Note the past-tense. "Mauriac was prince-regent of Covenant during Alric's adolescence." The fact that he had a regent means Alric was supposed to have some kind of reign over Covenant, presumably as king.
