Well, I think the Trow are far too large to contruct those things. There are the tiny mystic circles on the sided of the purple poles (I think.) They are half the height of a Trow if I remember correctly. But I agree that it might have come from that time. So my theory is that the OGRHE (spelling?) built it. They were about the right size (interestingly enough, I used to think of them as green cyclopses about 2/3 the size of a trow, but we now know they look like a cross between a maul and an large D&D orc of some type) to build them. I beleive that the Trow perhaps forced their slaves into building world knots; the trow knew how to build them, but I guess did not want to. So instead they made the Oghre do it. Which is why the pylons are substantially smaller than most Trow consrutcions.
