Well, the Legends and Lore section has them listed as "undead balloons," which matches a Wight that's been over-inflated. That may be supposition on Fobo's part, but still...we can see from the Dirigible collection that he's constantly spinning, otherwise immobile, over-inflated, and probably undead (or at least dead). That makes it a good guess that he's an airborne version of a Wight.
