Exactly, the Fallen Lords were beings of power who fell from the Light because of their evil ways. Not all avatara became shades. And, not a Fallen Lords were the Leveler's lieutenants. But, it does seem that all the Fallen Lords seem to have to be able to do at least a little magic.
