...and here' s why:
1.) Precedent. D and W had it out after the battle for Tyr, and "The Watcher barely survived..."
2.) The Watcher was unable to free his arm from the prison of solid rock... but the Deciever was. "bound by a powerful confinement dream, it should have remained there forever... But it didn't." Now, given that the Deceiver is the one tearing up Silvermines for a year, I'd say there's a good chance that he's responsible for it's release. This means that D is a more powerful wizard than W is, which makes sense since D has a powerful magic sceptor and W only has a sword.
3.) The Deciever fares better in 1 vs 1 duals... He took out Shiver and Soulblighter in straight dream duals. The Watcher needed seven waves of thrall to take down Mazzrin, he needed an encircling Dark army and a surprise attack to take down Rabican.
