: My humble opinion on the touchy subject is that Ravanna

GURPS is the only thing that suggests that Culwyeh was an alias of Shiver. This is based on this m2 Wight flavor text:
"...once known as the Messengers of Culwyeh, a name now forgotten by all but the most devout pupils of Necromancy, these miserable creatures seek only release from their hellish existence."
Ok, so GURPS is what says that Culwyeh is a name for Shiver. GURPS also says that Culwyeh invented Wights. That leads to the conclusion that Shiver invented Wights.
Notice how this stuff was totally invented in GURPS and isn't even alluded to anywhere else? It could be that Culwyeh is an alias for Moagim Reborn, or that, though the Messengers of Culwyeh, they were not invented by Culwyeh, just happened to be associated with him/her.

Actually, that seems more likely to just be a reference to that Shiver takes a misretribution by joining Soulblighter.
