Thing is, though, the Legion that we saw in the later stages of TFL was all but annihilated at Rhi'anon. Barely 20 are at the Great Devoid, and I doubt whether Alric was either able or willing to transport those too badly wounded to carry on fighting all the way to the relative safety of the Devoid (after all, they're no use to him, and we saw at the last battle that he's a pretty ruthless bastard.)

"It all started when the Nine learned that Alric had been captured by the Deciever, and his army decimated."(The Five Champions)? We don't know whether Jewelled Skull was also captured, or whether he simply went into hiding until the Legion broke through the Cloudspine, but if he was, he would have had to either be rescued when the Legion broke through the the Fallen's lines at Seven Gates, or the Deciever intended him to escape...

"The Eastern Army" was probably thoruoghly crushed by the Deciever. What we see in the later stages of TFL is not "The Eastern Army", but rather the bulk of the Legion: "Back in Forest Heart, Alric convinced our officers that the west was lost. That our small force could contribute nothing to the desperate battles that would soon be fought around Madrigal, Willow and Tandem. These cities would fall, he said, and all their people would die, whether we sacrificed ourselves or not. Then he told us what we could do instead."

To be fair, he might well just have not known that Shiver's death would be so cataclysmic. After all, to the best of our knowledge, he hadn't seen Shiver die before, and wouldn't you expect the destruction of someone's very soul to be a little... high on the special effects?
