Though I readily agree that something weird is going on, There are a couple of explanations for Twelve Motion's survival. First, decimation is not extermination. Strictly it means the death of 10 percent of the army...more loosely it just means severe casualties. Either way, though, the term implies that there are lots of survivors--I'd imagine they were just too wounded, exhausted and disorganized to try to get Alric back.
Second, remember that "Alric's eastern campaigns" also include the last third or so of the game. Twelve Motion could be a Legion survivor.

What surprises me more is that it didn't even matter if the words were said correctly. Yeah, I know it's an AoD reference, but even so. Seems to me like the Deceiver probably got up under his own power.

The least fantastic explanation I can think of is that The Deceiver remained conscious while frozen, and able to mentally influence people at a distance. Initially he caused people to forget about him and just assume that he disappeared or died, since he didn't want anyone tracking him down and finishing him off. Once Soulblighter arose, Myrdred figured he was safer fighting on the Light side, so he telepathically jogged Alric's and Twelve Motion's memory and inserted info on how to come get him.
As for how he could have done this long-distance mind control...well, The Head could still be around; it disappeared but it wasn't destroyed so far as we know. Alternatively, Myrdred could have established a mental link with Twelve Motion when he fought him just after TFL, the same way he bound Phelot during their fight before A Murder of Crows.

You'll also notice that Cruniac and at least one other Warrior in the pre-game art have Brigand-ish facial hair...apparently Bungie liked the look too much to give it up completely.
