You'll note, though, that many of the Brigands don't actually know too much about their masters. ("So what are they going to do with all the bodies?") I'd imagine quite a few sign up willingly, but start having second thoughts once they meet a few dozen of the walking dead and catch sight of Soulblighter himself. At which point a little mental influence is needed to keep them from panicking and going AWOL.
Also, the manual says that the Brigands are swayed with "false promises..." eventually, I suppose, they discover that they've been conned and, again, have to be bound.
