Culwyeh is described by GURPS as the ancient name for Shiver, though. And Ravanna/The Voiceless One is described as being a contemporary of Balor. So I think it's saying that she was Culwyeh in her first life, Ravanna/The Voiceless One/Shiver in her second (she can have three names if she wants, I guess) and Shiver/Ravanna in her third.
Myth 3 might be using this model, adding in the additional wrinkle that people commonly confuse what Connacht did and what Balor did...so it could be that Myth 3's Ravanna is a reincarnation or a Connacht/Avatara-assisted resurrection (GURPS uses "lives" very loosely) of Culwyeh, temporarily good until Balor turned her evil again. Otherwise, I guess Myth 3 is taking GURPS' suggestion that "maybe Shiver and Ravanna are the same" and responding "maybe not." :-)
Of course, if you ignore GURPS on this matter, there's no hard evidence that Shiver and Culwyeh are at all connected (other than that we first see Wights in Shiver's army.) So it could be that Myth 3's Ravanna is on her first life, then mutilated or made unliving to produce Myth 2's Shiver, and that Culwyeh's someone completely different.
