Perhaps it's better to think of it this way: A Necromancer is not undead, however, when an "army of undead" is spoken of, the term will almost always include the Necromancer directing it. It is a similar case with Balor and the Fallen: Balor, while not one of the Fallen, is included when the Fallen are spoken of as a group.
