Sure. Soulblighter taught lesser human mages to create Ghasts. And Cartucke showed Kyrilla how to create forms of undead even the Fallen Lords had never made (to our knowledge).

Well, they're carefully selected and rigorously trained, but I suppose a bad apple or two can always make it in. I'd expect the most accessible avenue of corruption would be their fierce patriotism and devotion to the state; a Heron could perhaps turn into an unscrupulous fanatic willing to do whatever is necessary for "the good of the Empire," as he sees it. Kinda like those survivalist militia guys. "You can have my katana when you pry it from my cold, dead fingers..."
