There's no consistent definition of the Fallen Lords within the game. The Myth II manual excludes Balor, but throughout TFL (just look at the title, right?) he seems to be included in the term. As the leader of the Fallen Lords and the man who brought them together, it's a matter of personal choice whether you want to include him in the group he runs or not.
