Only the sex sorcerer-generals are known as fallen lords.
Why, because it isn't probably widely known that Balor is Connacht. Why, because it's rather stupid to tell all peasants and soldiers that their greatest hero did come back and tried to kill them all.
Anyway, in a sense of the term 'fallen lord', Balor is one. That may not mean that he is one of the Fallen Lords in the game but I prefer to think of him as one.
