Basically, anyone with a shovel, a scroll of anchient necromantic lore and the intelligence and patience to decipher and learn it is capable of raising undead, especially Thrall, these being the simplest variety. Archmagery is not necessary!

Heron Guards have an incredible willpower and strength of mind, but they are, even so, only human. In GURPS terms they have a willpower of 16 (IQ 11 and 5 points of strong will). The normal human limit is 15, and the average human will only be 10. However, all tests in GURPS are on 3d6 (so the maximum roll is 18). So a Heron would have a 1 in 54 chance of failing a willpower test, as there are 216 possible results on rolling 3D6, 4 of which are over 16. So it is possible to corrupt a Heron, it's just very, very, very hard.
