Drawing somewhat on GURPS, it seems that Ghasts were historically just kept around until they turned into Wights. Soulblighter's innovation was to teach human mages (like Baron Kildaer, perhaps) to create Ghasts *for* him and use them offensively. Ghasts make lousy soldiers, but since Soulblighter didn't have a large group of Shades and Fallen Lords to mass-produce better undead like Thrall and Soulless, it was a good way to bulk up his army and terrorize the peasantry.

Indeed; he specialized in other areas. He clearly had much more interest in living creatures--and in how they could be twisted and used--than in the undead.

A mild bit of in-game evidence for Shiver's Wight association--the first time we see Wights is in Shiver's army, on the Siege of Madrigal level. And there's a *lot* of Wights there.
