Actually, there's still openings under which any of the Fallen Kords could be deemed to be still alive, or at least have the possibility of returning. These are as follows.

Soulblighter: left his heart in a temple in the Untamed Lands. Stick it in a new body, and well, what do you know...

The Watcher: see the whole "two left arms theory" thing.

The Deciever: see the whole "the Deciever faked his death" theory.

Shiver: was, assuming that she and Ravanna are the same person, on her second and third lives in TFL and Soulblighter respectively. She's been resurrected twice, and who's to say she can't be resurrected again? Fallen Lords take some killing.

Bonesplitter/The Faceless Man: The Myth 2 prologue says that "Their leadership broken, most of the Fallen Lords were soon hunted down and destroyed by Alric’s armies." It has been said that "most" must mean at least two of the remaining four, one of whom was the Deciever. But we later find out that the Deciever was not, in fact, dead. Why should this not be the same for the other two? Like I said, Fallen Lords take some killing. Furthermore, when spoken of as a group, "The Fallen Lords" normally means Balor, the six Fallen and all their troops. With Balor's death, the armies of the Dark crumbled, making the Deciever vulnerable to even the pitiful remnants of the Legion west of the Cloudspine under Maeldun and Durak. The point is, though, Alric didn't have armies. By the end of the war, all he had left was a few ragtag bunches of stragglers and garrisons- enough to stop the Deciever's depleted forces, perhaps, but only given that the Deciever himself was pushed into a glacier at a critical moment in the battle.

Now, I'm not sure exactly what was meant by "Balor had bound each of The Fallen to himself, to ensure their obedience to his will. The Fallen draw their power through these links, and were Balor to be killed they would all be powerless. The armies of the Dark would collapse.", for the Fallen seem in Myth 2 to be pretty much unaffected by this. I have taken it to mean that all undead in the armies of the Fallen were bound to Balor's will directly rather than the wills of his subordinates. If this is the case, then Bonesplitter and the Faceless man would still have had their Ghols, Shades and Fetch (he Myrmidons and Trow having made agreements with Balor personally, and owing no loyalty to his subordinates either). Given the vastly depleted size of the armies of the Light (remember, only Tandem was still standing by the end of the war), I would have thought it reasonable that the remaining forces of the Dark could at least have delayed the Light armies long enough for their overlords to escape, especially considering the relatively high speed of such troops compared to any Light armies.

And finally, remember: That's history as recorded by the Light. And if you want to avoid civil unrest and panic, telling your people that there's a few GFallen Lords sitting on their doorstep tends not to be a terribly good idea. :)
