I think it's Heron Guard Standard(symbol of Muirthemne). We also can see the same image in Total Codex. I think that Total Codex was artifact that always was in Muirthemne, that's why he had symbol of Muirthemne. And than when Muirthemne was sacked by Balor, the light army went to retrive it and guarded it in Great Library(Covenant). Than Watcher take the city and Rabican send troops to retrive it one more time.
