Just like with Mauriac- it's possible that he could get killed in TFL, but he is still alive Myth2 just the same. Hell, it's even possible for Alric to die (in The Five Champions) and he'll still appear in later levels. Besides, on the subject of Herons, if all 76 under your command died, lets face it, you almost certainly would have lost the campaign anyway. GURPS makes the assumption that whoever was commanding the Light troops in Myth2 was actually a halfway decent general.
