No, I think that this artifact only for protect Deceiver from lighting. If he could discarge he could use this power in Tain.
I think that he had this spell. In game we can see that units only have one spell or attack to use, and it always the same spell. But they can use more!!! I am sure that Deceiver can use more spells(not only bibding dream and his attack that froze units), and he can use these spells without using artifacts.
