The Deceiver was frozen *after* Balor's death. He took his army across the Cloudspine into the Province while the Legion headed toward Balor's fortress; afterwards he fled back across the Cloudspine, where Twelve Motion Jeweled Skull and his comrades caught him.

You didn't have to kill anyone to cross the Cloudspine. The Watcher and The Deceiver got in a fight and retired East from the passes to recuperate (and perhaps for other reasons unknown). The Legion simply marched through the unguarded pass to Forest Heart in the spring.

What does that have to do with it? The Legion didn't kill Soulblighter, or even do serious damage to his army; they just held him off long enough to take out The Watcher, then fled north. He and his forces were still doing great.
When you attacked Balor, four of the six Fallen Lords were still alive. Half a million Dark warriors were guarding Balor's fortress, and the surviving Fallen Lords commanded many more in their armies. Which means the Light didn't go through most of the Dark forces to get to Balor. They couldn't--they didn't have anywhere near the strength. They went around.
