Ah, you are not right:
1- Shiver, Watcher and Deceiver were dead(they thought that Deceiver was dead, but he was frozen in Dramus River, so he couldn't overrun the Province.).
2- Fisrt you must kill these fallen to have acces to Balor fortress, I mean to go to Balor fortress you must:
1- kill Deceiver and his army, because he was guarding Bagrada and Seven Gates- places where you can pass Cloudspine.
2- Kill Watcher, because his army was guarding way to Balor fortress.
3- Your rearguard must hold Dire Marsh, because SB was attacking and he could kill your army.
