Rabican had several disconnected thoughts (just single words going through his head) while battling Shiver; among these were "vanity" and "Moagim". The Head was not mentioned.

Well, Bungie made them and (I think) sent them out with some copies of the game, so they *were* probably intended tok complement the storyline. And they aren't known to conflict with it anywhere.

My only (admittedly lame) explanation is that Moagim was also defeated by vanity (as was Balor; really, when you're the most powerful being on Earth, you can only be defeated by your own vanity or stupidity), and Rabican was remembering it. Yes, it's a crappy explanation, but it seems to me that for The Head to be Moagim, and for Rabican to realize this, is incompossible (read the "Devil's Dictionary" if you've never seen that word before) with the Nine's attitude toward The Head and with what the narrator tells us.
