The principal source for Shiver's age is GURPS. It identifies her with Culwyeh--a name so old that all but the Ghôls and a few necromancers have forgotten it--and says that she was an archmage for "untold time" before she joined Balor.

A couple of other Myth texts provide supporting evidence. Pre-release info listed The Voiceless One (now generally identified with Shiver) as one of the 3 Lords who were "ancient evils," and the Tales scene with Shiver's thoughtblast including an image of Moagim suggests that she's old enough to remember him.

However, no source that I know of suggests that Shiver's older than the Watcher. GURPS places more emphasis on the Watcher's age than that of any other Lord. And when the TFL narrator's talking about the oldest Fallen he knows, it's in reference to the Watcher/Deceiver conflict.
