At the point you're speaking of, almost all of the Nine were dead. There was no political organization left--just a few bands of soldiers who only trusted each other and their immediate superiors. Any lack of trust in Alric reflects an absence of leadership in general, not someone other than Alric being the leader.
Plus, what Alric was proposing was a pretty distasteful thing--to give up on the capital and largest known surviving city of the Province. If the president of the US went up to me and said "Most of America's been slaughtered and San Francisco's about to get burned to the ground, but forget about it, I want you to go fight in a war somewhere else," he'd still need to work at convincing me. Loyalty to your boss only goes so far.
