A few of the Nine are never mentioned in the game and probably die in battle at some point (read: when the narrorator complains that "The Nine" are more like "The Three").
I think Rabicun was in command of Madrigal's army, and the original commander*s* (read: "Our commanders seemed unsympathetic at first") of the Legion were the remnants of the Nine. Aside from the Nine who were mentioned, I don't recall there every being a reference to any other Army, nor any resistance of any kind to the Fallen. of course so much of Myth's storyline is kept secret because of the immediate focus on The Legion itself, it could be possible that there were several other armies of a smaller scale to the North (the stair of grief is never really mentioned... troops must certainly be stationed there... then a garrisson at Tandem, etc)

I think it still could have been a "nameless warrior" because if you'll notice, when Cu-Roi and Murgen join the Legion, they seem to make the plans and escort it out of the Tain. Then, when Alric joins, he takes full command of it. So in essence, Avatara are never "commanded" by anybody. When they're with the Legion, they're in control.
Could just be resident commanders with the army. The Nine have business of their own and might be off doing blah blah blah who knows what.
