It probably was one of the Nine. Not Cu'Roi or Murgen since they join the Legion after it crosses the Cloudspine. Not Alric, because he is gone, as you said. Unless Rabicun was commanding Madrigal's garrisson, it was likely him. I think every other mentioned member of the Nine was busy doing something else... of course the commander could just be some nameless warrior that's never mentioned in the game.

(or a berserk, because the Legion seems to come from the North, which could mean they came from the Stair of Grief or something... hell, I don't know =)
