A mantle is never a really physical object (unless you're refering to some form of sleeveless clothing, or the cover for a candlestick). It can mean to cover or to climb. In the context of the Leveller, mantle means responsibility or duty. A cloak would be quite a silly thing to associate the Leveller with anyway. Does the Leveller deliver it to his next herald's doorstep when he chooses someone to embody him? Besides which, Balor removed the cloak during The Last Battle, and when he was in Miurthemne with the fake Ibis Crown.
