Because, probably, that wasn't the same Mazzarin. You can either take this as a coincidence within the story (since Mazzarin was so famous, maybe people were named after him in later ages, just like real-world people are named Jesus or Peter or Cesar or what have you), or as a fragment of a pre-release storyline that they forgot to erase. There were other prerelease Shade names that got removed or reassigned to other characters, like Damas. It could be that the same occurred with Mazzarin, and they just forgot to delete the name from the Shade list. Certainly the game doesn't treat the Mazzarin-Shade with the importance you'd expect him to have if he's THE Mazzarin.
Alternatively, death may have removed some of Mazzarin's knowledge and power, as it did with Shiver.
