True--but in Myth TFL there don't seem to have ever been any other archmages besides the avatara and the Fallen Lords. The Shades are defined as undead avatara; Connacht's mages are called avatara; Mazzarin is described as the most powerful avatara of the Four Ages, implying that all the non-Fallen-Lord archmages since known history began have been classed as avatara.
So in TFL the avatara of the Nine are simply the few archmages left alive and unFallen, who have banded together against Balor--whereas in Myth II and GURPS the avatara of the Nine are a specific group of archmages, and there are other ones who are neither avatara nor (yet) Fallen Lords, such as Turquine before he was Shadified.
