Yes just what I thought. Then when Balor dies Dec rushes of gets ambushed by Durak, Turgeis with Burning Steel and Twelve Motion Jeweled Skull get rid of him he washes away and everyone would rather rebuild that to dilly dally around looking for some git who is as good as dead anyway.
You'll note the large time difference between the Level you get the scepter and the when you finally find The Deciever. So they didn't know exactly where he was.
And just a little Easter egg:there are 3 other Scepters on "The Deciever" but they are all on Flying impassible terrain. Check it out yourself on Loathing.
Oh and Durak might be one of the Last reamaining Avatara.
