From the evidence publicly known, the Head might be Segoth. From the info I know, he's not. And no, I'm not telling anybody what I know. You'll just have to wait.
(And I'm not even sure THAT is the "true" identiy of the Head. Honestly I don't think Bungie wrote one for him, unless Scott C wants to come right out and say yeah, his Head explanation came from JJ & Robnar's design docs).
