"The Ibis Crown" level of Myth II shows that the Cath Bruig Empire had (apparently human) Imperial Archers who were perhaps the long-range equivalent of Heron Guards. So yes, there were human archers before the alliance with the fir'Bolg.

Apparently, the Province's inhabitants never used bows, even though the Cath Bruig did. Perhaps long-range warfare was left to the Avatara. Cath Bruig archery was presumably lost with the empire itself, but Gower's men may still use bows.
