In the epilogue cut scene, that's not fir'Bolg. Those are regular Human Bowmen, or other generic units which Anime crappily put in the end of the game, too lazy to draw them out.

Tharsis is not fir'Bolg territory. You know how the fir'Bolg promise to never to fight outside their borders again or abandon their territory of the Ermine? Tharsis isn't the Ermine; not even close.
