I honestly think this is one of those things that bungie, being human, never thought of. In other words its a mistake. Think about this: Im pretty sure that the artists that drew the win/loss screens (which is where we see the pictures of the arm) and the artists that actually drew the Watcher that we see in the level bearing his name are different. This means that they simply never thought to check with one another on which arm was actually missing. Maybe there was a slight communications problem or maybe they just didn't think of it. It doesn't seem that big and they don't speak of his amr THAT much. In other words, it was a common mistake. But thats just my opinion.
