The thing is, I'm sure Ceiscoran actually *wore* the Ibis Crown most of the time. It said the crown was "secreted away in the catacombs," and why would Ceiscoran secret it away if there wasn't a genuine threat to his empire? The only one capable of providing this threat would be Balor (or Moagim I suppose, but I sorta doubt that. If Connacht (not Balor) tried to find and destroy all the artifacts he could, you think he'd have much trouble finding the Ibis Crown thats like right there below the city? Alric sure didn't have much trouble. This is why I believe it was secreted away because of Balor and not an earlier leveller).
