No, it says that most of the rest of the fallen lords were tracked down and killed after the war. Since Balor, Shiver and the Watcher were all killed durin the war, and Soulblighter was presumed dead, this leaved three. Deceiver and the unnamed two. Since Deceiver wasn't tracked down, the other two must have been.
