Thoughts of destruction exercise the Ghol mind wonderfully. ;) Besides, as you said, Dwarves are a very intelligent race, at least as far as technological innovation is concerned, and the Ghols have all of Dwarven civilisation (in Stoneheim at least) to plunder as they will.

I don't knoow where you get that most of the Kithless were hunted down in the closing days of the great war. They had a geas or something similar placed on them by Balor, but once he was dead, there would have been nothing to stop them from simply leaving the armies of the Dark. They congregate in groups of up to several score, and appear to have a roving lifestyle, both of which, given their speed and tirelessness, would make them incredibly difficult to hunt down. Sure, they'd be no real threat against cities, but pure death to travellers and small villages.
And remember, the alliance with the Trow was for a year. That year has now elapsed. The Trow don't seem to have KIK'N HEDS on the agenda right now, but even so...
