You've seen Shiver's attacks, right? Personally, if I were among the generals and wanted to attack Shiver, I'd send as few men as necessary to go with the Deceiver. Anyway, the Legion probably figured the Deceiver could have done it on his own, but wanted someone there to take some credit for it, but they didn't want to lose too many guys.
